Recent years, the high-tech has been an introductionant factor in promoting economic development and social progress, but the introductionant issues that must be resolved by the local government is how to promote the development of regional high-tech industries and help high-tech enterprises to achieve industrial upgrading. However, faced with a wide range of government supports, whether implementation can achieve the desired results? What are the characteristics of government support that companies need? At different stages of development high-tech enterprises whether need for targeted provision of government support? These are common concern of academia and the business community. In this context, through the study of high-tech industry’s stage of development, analyse firm characteristics and the role of government support in different stages, then put forward the government support mode and policy recommendations that the industry need in different stages of development of the high-tech industy.In this study, on the basis of combing the theories include the development and evaluation of high-tech industries at home and abroad, industrial development model, methods and evaluation of government support, government regulation, and summarizing the high-tech industry model of development and government support policies in developed countries, identify the dimension of government support policies, the high-tech output efficiency, high-tech industrial development of the various stages of key factors, and analyze the principle and the role of government support strategies to high-tech output efficiency at different stages through a questionnaire survey and statistics; Further on the basis of the in-depth research on the actual needs of the high-tech enterprises in the development process, this study establish a government support mode for industrial development in different stages and put forward the corresponding policies and recommendations. The main research achievements include:Firstly, this study identifies the government support policy, high-tech output efficiency, the key factors of industrial development stage. Government support policies including five dimensions:financial direct investment, tax incentives, government procurement, financial support policies and non-financial support; The high-tech output efficiency is divided into the four dimensions of the direct output of science and technology, economic and social benefits, management effectiveness; The key elements affecting the seed stage of the development of high-tech industry is the technology, market, management and finance; The key factors in the introduction stage including technology, market and financial factors; Key factors in the growth stage mainly refers to the production and financial; Management, financial and technology are key factors at the mature stage.Secondly, through the use of theoretical model which government support policy and key factors as the independent variables and high-tech output efficiency as the dependent variable, this study establish a "Government support strategy-Key Factors-High-tech output efficiency" model, this model is to analyze how the government support policy affects the high-tech output efficiency, as well as the mediating effect of key factors. The results showed that:Direct financial investment, tax incentives and non-financial support have significant role in the seed stage, Which direct financial inputs achieve the promotion of the role of direct output of science and technology through impacting the technical factors of the seed-stage companies; Tax incentives have a role in economic benefits through market and financial; Non-financial support achieve the positive influence on the social benefits through the impact of management factors. The government support policies such as direct financial investment, financial support policies, non-financial support have a significant role in the introduction stage, financial direct investment and non-financial support impact the direct output of science and technology by the technical factors; financial support policies impact the economic benefits through the market factors and financial factors; in addition, the mediating effect of market factors is also reflected between the financial support policies and social benefits; while direct financial investment impact the management effectiveness without the center variable. The government support policies such as tax incentives, government procurement policy and financial support have a significant role in the growth stage. Tax incentives policies achieve the promotion of the role of Social benefits through impacting the Financial factors; Government procurement not only have a positive role in social and management benefits, but also achieve the impact through the mediating effect of financial and production factors; financial support policies impact the economic benefits partly through the production factors. The government support policies such as Government procurement, direct financial investment, tax incentives and financial support policies have a significant role at the mature stage. Government procurement strategy impact the economic benefits through the management factors and the financial factors, meanwhile impacting the management effectiveness through the management factors; while technical factors is the intermediary variable of financial direct investment, direct output of science and technology and social benefits; so as financial support policies, tax incentives and technology direct output, meanwhile is the incomplete intermediary variable of tax incentives in impacting the social benefits.Thirdly, on the basis of in-depth interviews and research of ten high-tech enterprises in Dalian City, on the one hand to test the implementation status and effect of the government support strategies, on the other hand to summarize the needs of government support strategies and means at different stages of industrial development by a semi-structured questionnaire. Direct financial investment and non-financial support are required by high-tech enterprises at the seed stage, while the high-tech enterprises at the introduction stage need direct financial investment, non-financial support tax incentives and financial support policy; the needs of enterprises at the growth stage is similar to the introduction stage, but there are differences in the specific means of support; the enterprises at the mature stage still need financial direct investment and non-financial investment, while the need of tax incentives only focus on the reduction of income tax. The need of government procurement policy gradually increases after the introduction stage.Finally, by combining the conclusions of the theory and practice, this study establish the government support models in connection with high-tech industries in the different stages of development, include the bidirectional mode for the seed stage, the monetary and financial matching support mode for the introduction stage, the multidimensional support synergy model for the growth stage and the profit-oriented mode for the mature stage. And this study put forward the policies and recommendations based on the characteristics of the various periods of government support policies.
