As the progress of economic globalization and market competition, air cargo has become the world's major driving force for sustained economic growth. With China's joining to WTO, commitments to be honored and a series of aviation agreements signed, foreign air logistics enterprises have enter the Chinese market, the United States, Japan, Korea, Europe and large multinational logistics companies unanimously optimistic about China's air cargo market, almost 90 foreign airlines opened international cargo transport business in China, China's air cargo industry is facing severe challenges.There is an apparent gap between China's air cargo companies and air cargo companies in developed countries, especially with the four major express delivery giant (UPS, FedEX, DHL and TNT). How to use and absorption of the development experience of developed countries'logistics enterprises and in accordance with the situation on their own to develop realistic development strategy is placed an important proposition in front of China's air cargo business. This paper is attempting based on the theoretical framework of the enterprise development strategy, through the analysis (Porter's five forces model and SWOT), Sum up the law of development for China's air cargo industry reference.This paper is divided into seven chapters. The first chapter is the introduction, introducing research background, research significance, as well as research methods. ChapterⅡis related theories (analytical method) overview. Mainly introduces the analysis of Porter's five forces model, SWOT analysis, and enterprise development strategy theory. ChapterⅢis the status quo of China's air cargo industry, characteristics and analysis. ChapterⅣis the world's air cargo industry status, trends and UPS Developing strategy. ChapterⅤis China's air cargo industry's external environment and internal environmental analysis. The external environment mainly includes the macro-environment and micro environment. Macro-environment including political, economic, social, cultural and technological environment; micro-environment includes industry, environmental, and other major competitors.Internal environmental analysis includes strengths and weaknesses of the China's air cargo industry. Chapter VI is the planning on developing strategy of China air cargo enterprises, introducing China's guiding ideology, basic principles, objectives system and developing strategy. Chapter VII is the implementation of developing strategy of China air cargo enterprises, which including the establishment of cargo airlines, building strategic alliance, using revenue management, implementation services, marketing, strengthening of human resources management, building information networks and the development of integrated logistics.
