After 30 years'reform and opening, economy in coastal area of China has developed rapidly. Meantime, the pressure on marine environment has also been increasing dramatically. According to the U.S. "Science" magazine,41% of waters has been strongly influenced by human behavior, particularly waters near China where marine is facing unprecedented ecosystem pressure. More than 80% of sewages entering the sea in domestic waters were discharged with pollutants, the concentrations of which could not meet the discharging standard. Ecosystem environment quality of more than 60% of areas near the sewages is at poor state. Even some important bays are facing desertification threat. Therefore, optimization of the marine industry layout was regard as one important measure to achieve positive interaction during society, economy and environment.However, traditional theory of industry layout focused on minimum of different land rent, freight and producing cost or market factors, ignoring the adverse impact on environmental resources especially in marine environment field who has limited resources and fragile ecosystem.This paper made up for the deficiency that is taking not only economic but also environment benefits into account. Firstly, this study introduces the concept of environment capacity and defines the marine industry near Jiaozhou Bay including petrochemical industry, shipbuilding and repairing, farming, tourism, port logistics, marine chemical industry, desalination and marine engineering and construction in accordance with Ocean Economy Eleventh Five-Year Plan of Qingdao. Secondly, calculates the various industries of major chemical contaminants (Organic matter and nutrients, heavy metals and acid-base, petroleum hydrocarbon) emissions. Thirdly, builds system dynamics systems including organic matter and nutrients subsystem, heavy metals and acid-base subsystem and petroleum hydrocarbon subsystem simulating the interaction mechanism between various marine industry emissions of pollutants and the capacity of marine environment. At last, takes Jiaozhou Bay as example, evaluates existing marine industrial layout and eventually points out the optimization way.Jiaozhou Bay is a semi-closed bay with weak waterpower, difficult to discharge waste. As the developing of marine economy, more and more pollutants are produced which increasing the environmental degradation. This research could not only ease the pressure on the environment but also eventually contribute to the sustainable development of the marine economy in this area. Therefore, the research has also strongly practical significance. |
