As a main component of our national economy, construction industry is very important to improve modernization process of our country. However, the heavy pollution and heavy energy consumption problem of construction industry have been increasingly emerging along with the enhancing awareness of environmental protection. Decreasing industrial energy consumption has become an inevitable choice for the industry.Sea water heat pump (SWHP) is a new heating (cooling) technology. Its technical advantages in energy saving and emission reduction are far greater than the traditional ways, but the high construction cost limits its extension and application. That's why this thesis will evaluate the economy of SWHP from engineering management aspect.Firstly this paper introduces what SWHP is and its technical characteristic. Then it analyzes its operation cost and puts forward the idea of comparing the cost and income of two models (SWHP with traditional one) that are generated within life cycle to prove the high economical efficiency of SWHP. Establish multiplicate mathematical models to forecast commercial electricity price-the main cost for both SWHP and traditional heating model. Test the accuracy of prediction results against the selling price of upstream coal industry. Convert Pollution Effect of power industry into currency based on environment value theory. Use the established model to calculate the unit environment value of the main atmospheric pollutants which are discharged by power plants and get ready for the following evaluation. At the last part of this thesis, the actual data of a SWHP project of someplace in Dalian is used to draw a conclusion that even if the construction cost of SWHP is more than twice of the cost of traditional heating mode, it only takes 6 years to cover the extra cost by electrical energy saving. Every year the SWHP will save more than 15 million RMB on operation cost. And also, using SWHP could produce about 3.95 million RMB environmental value profit a year. In conclusion, measured by life cycle theory, SWHP is not only considered economically feasible, but also a good way to create conservation benefits for our society.
