With the development of construction market, the traditional mode of rating valuation has not met the needs of mark-based economic development, the valuation mode of bill of quantities has implemented in all of our country. The valuation mode of bill of quantities is the mode that is in conformity with market economy, allowing contractor unit to offer price independently, determining price through market competition, and integrated into international practice. During construction bidding process in the valuation mode of bill of quantities, how definition the bid price of bidding enterprise whether lower than the cost price. The aim of this thesis is to establish a cost price estimate model of municipal viatic engineering based on statistical data, supporting bidding unit to make proper and timely cost price estimate of municipal viatic engineering.This thesis introduces the concepts of the valuation mode of bill of quantities and the cost price estimate method of municipal viatic engineering, puts forward the method of estimating cost price by statistical data, and analyzes correlative factors related to cost. Subsequently, the author employs fuzzy mathematics adjoin degree and full close principle to analyze statistical data, selects several completed projects as samples, which are the closest to the one for estimating, and estimates the cost price by exponential smoothing model and grey prediction model. The estimate accuracy of this method is good through the calculation of construction practice, it provides an important reference for bidding unit to determine construction cost price rapidly and accurately, for owner to select contractor.
