With the economic rapid development, Certified Tax Agent firm is more and more important in the field of taxation. It becomes not only a powerful helper for the tax collection department, but also a trusted friend of many companies. However, some reasons, for example, few legal businesses, small in scale and intense market competition, lead to the slow development of the Certified Tax Agent firm. In the complex external environment, as the knowledge-based service provider, the Certified Tax Agent firm must establish the advanced concept of qualified personnel, and build a salary management system, which is suitable for its development.ABC Certified Tax Agent firm is located in Harbin. Due to the Economic underdevelopment in Harbin, the competition is fierce in the Certified Tax Agent firms industry. And ABC Certified Tax Agent firm encounters confuse. Because the salary system is imperfect, the brain drain of the firm is severe. And it affects the firm's development.This paper, which consists of two parts, is based on a case. The fist part is the case, first, about ABC Certified Tax Agent firm. ABC Certified Tax Agent firm was established to conform to the objective needs of the market economy, when the tax administration reform was deepened in Harbin, the market economy was further improved and the third industry developed rapidly. Experiencing the start-up period and the growth period, ABC Certified Tax Agent firm has embarked on high-speed development.Second, The salary management system of ABC Certified Tax Agent firm. In the initial stage, ABC Certified Tax Agent firm used some simple performance evaluation methods. With the management system completing, referring on the salary management of the excellent enterprises, ABC Certified Tax Agent firm established a competitive salary management system.Third, the problem of ABC Certified Tax Agent firm. Through the survey, it is found that the employees were not satisfied with the salary. ABC Certified Tax Agent firm encountered confuses. The second part is the analysis of the case. First, the causes of the problems which arise in the current salary management system. It is analyzed that there are many factors, including the lack of human resources management thinking, the poor salary management concepts, too many administration thoughts and not perfect supporting facilities for the pay.Second, The reform and the optimization of the salary management system. With the SWOT analysis method, it evaluates the strength, the weakness, the opportunity and the threat, which ABC Certified Tax Agent firm encounters in the industry. Based on these, it proposes the objectives and principles of the optimization of the salary management system. By the post analysis, the performance appraisal system is established. Then, the specific contents and safeguards for optimizing the salary management system are proposed.
