Land consolidation is an activity, which adapts comprehensive treatments to the field, water bodies, roads, woods and villages. It can improve quality of cultivated land, increase the effective cultivated land and improve the agro-ecological conditions as well as ecological environment. Land consolidation is also an effective measure that improves agricultural productivity and ensures food security. The excavation and cleaning topsoil stripping, cal rolling and other measures that land consolidation took would have an effect on soil physical, chemical, and biological characteristics, thus affecting soil comprehensive quality. As China's little farmland for every person on an average, severe food security problems, the current aim of land consolidation is to increase the cultivated land area, and give less attention on the improvement of soil quality. Aspects of the present study on land consolidation were focused on potential analysis, benefits evaluation, engineering technology, funds management, land ownership and so on; the current research about the impacts of soil quality change after land consolidation was rare, especially the research about impact of soil quality changes before and after land consolidation was rarer. After land consolidation, it was not very clear for the soil quality to go better or worse. Therefore enhancing research in this area was needed for land consolidation, improving soil quality to advance scientific recommendations and measures.This paper system researched the impact on soil quality which by land consolidation based on normative research, empirical approach, GIS technology, comprehensive evaluation method. This thesis included the following major conclusions:(1) According to the theory of land consolidation, the compilation regulation of land development and consolidation planning, the design specification and acceptance standard of land development and consolidation project, the impact of soil quality due to land consolidation and the reason of it were analyzed, including soil thickness, soil surface organic matter, alkali-hydrolyzable nitrogen, available phosphorus, available potassium, soil texture, soil pH value, soil bulk density.(2)Taking Lixin hilly project area of Gangcheng County in Laiwu City as research object, based on field surveys, field sampling and chemical experiments, using statistical software and ArcGIS, spatial data was processed and the impact of land consolidation on the index of oil thickness, soil surface organic matter, alkali-hydrolysable nitrogen, available phosphorus, available potassium, soil texture, soil ph value, soil bulk density was analyzed. The results showed that the impact on soil thickness was quite remarkable in project area and the impact on unit weight was remarkable, the impact on others was not significant.(3)On the basis of single factor analyzing, comprehensive evaluating soil quality.Referencing regulations for classification on agricultural land, considering local conditions, selected evaluation index, graded index fiber, determined weight using AHP. Using spatial analyzing function of ArcGIS, analyzed the effect of land consolidation on soil quality diversification, and obtained the change rule of soil comprehensive quality in project area.The results showed that there were four soil comprehensive quality grades before land consolidation, their respective area were 116.63 hm2,222.39 hm2,248.43 hm2,172.83 hm2; after land consolidation, there were also four soil comprehensive quality grades, but spatial distribution and area changed, the respective area of the four grades were 167.56 hm2,213.51 hm2,290.09 hm2, 89.12 hm2; area of the first and third grade slightly increased, the increasing range was 43.67%,16.77%, area of the second and fourth grade had a little decrease, the decrease range was 3.99% and 48.44%.After land consolidation, the appreciation coefficient of the soil comprehensive quality was 1.0480, that is to say, the soil quality improved 4.80% only. From the perspective of the comprehensive quality of soil, the effect of land consolidation is not significant.(4) For the project status and the reasons and the rules of soil quality change after land consolidation, the improvement measures and suggestions for land consolidation was proposed, which included:advancing soil reconstruction measures, improving soil fertility measures, improving soil organic matter content measures, avoiding soil tight measures, establishing and perfecting the soil quality evaluation index system; reinforcing supervision and management, increasing violation penalty. promoting the farmers' participation mechanism in land consolidation.
