As an important carrier for regional economic development, the development zone is leading the region industrial development and the urbanized level enhances the aspect to have the significance. However, because having the problems such as the functional localization not clear, the industrial structure to hasten the same level and so on, the development zone scale effect and the accumulative effect have not obtained manifest fully, the land waste and the low efficiency still existed using the phenomenon. Using statistical model analysis and the Delphi method, Jining High-tech Industrial Park on the intensive use of land for quantitative evaluation, and attempts to explore the intensity at a reasonable level and to promote intensive use of land means and measures.
