Sinosteel Jilin Ferroalloys Co.,Ltd. has about sixty years history of development, as the leading company in Chinese ferroalloys Industry, now it becomes a complex metallurgical enterprise with manufacturing, research, design, new-product development, equipment installation, facility manufacturing, internal external business and Tech service. The company has advantages in scale/kinds of production/quality/technology, but some disadvantages in ideas/mechanism/internal management and information-based construction.There are many problems in the company's flow management. Flow management concealed, there is no systematical writing flow, many flow are in the management system. There are various reasons in the company's flow management. Firstly, the different thoughts in the different stage of the company influent the flow.Secondly, before 2009, there is no flow management department is the company's organization design, there is a lack of total flow management function, did not put the flow into the routine work.Finally, performance test system and flow association untight, function departments design and duty and right of position incomplete, makes the responsibility ambiguity.According to the problem in the management flow of Sinosteel Jilin Ferroalloys Co.,Ltd., to improve the cost/quality/service and speed, raise the management level, to improve and consummate the key link which infect on the efficiency. So give some improvements as below. Firstly, design the flow management system. To estimate how to set up flow system for next step and optimize the flow management direction, through the analysis of the related information. According to the strategic goal of keeping ahead in Industry field and enlarge the market scale, classify the company flow,take emphasis on the function completion and perspicuity of the first and second level of the flow.Secondly, to better carry out the optimization of the flow management, that need to optimize the running structure, this related to the change and emphasis of the organization structure. Build up the third flow management structure, definite the business management department as the routine flow administration department, in charge of coordination and supervision for the flow implementation and subsequent optimization.Thirdly, to strengthen the backup training of the human resource, train the employees accordingly, promote the employees to take an active part in the flow design, the responsible person of the different flow need to take the responsibility practically.Fourth, put the flow management into the information management system. The management mode with business flow core need the support and strengthen by information system, the regroup of the business flow must combine with the construction of information system.Fifthly, establish the performance test system to guarantee the flow system, definite the responsibility of the different flow level. The core business flow create the main value for the company, so the key point of the test should be put there.After the optimization of the flow, there still need a long term optimization and control for the flow management. So the operation mechanism needed. Firstly, the flow management system should be standardized/programmed.Secondly, set up the conception of the flow management, publicize widely, set up the authority of the flow.Finally, after the flow sorted and improved, that should be continuous evaluated and supervised, to assess if it achieve the company's original goal, and if the different situation of change will come in the operation process, and need to make it better or re-definite.
