Low-carbon economy is the world developmental direction and key in the future,it requires lower energy consumption , reduces carbon emissions and achieves sustainable development of society. Development of low-carbon economy is the inevitable choice of world economic development; meanwhile, it is an important way to enhance the international competitiveness.Shandong Province's economic growing ways based on high energy consumption and high emission, under low-carbon economic situation, how to achieve economic healthy sustainable development in Shandong Province, local governments in Shandong faces new problems and challenges, how to fully and properly play the functions of the Local Government in Shandong, optimize the functions of the Local Government in Shandong, with the theory of low-carbon economy we carry through changing and remodeling of the economic functions of Local Government, it is the inherent requirement to constantly promote economic development of Shandong Province, it is even the urgent needs of China's economic transformation. under the low-carbon economy the governmental economic functions is comparative macro at home and abroad, the main innovation of this paper carry on theoretically research of Shandong Local government economic changing and remodeling based on low carbon economy.This paper firstly is a theoretical foundation to research it, it describes the purposes of reseach, significance and methods of reseach and the present situation at home and abroad, focusing on low-carbon economic theory, theory of government functions and the theory of sustainable development.
