The Research On The Land Arrangement Project Implementation

China has a large population with relatively little land, arable land resources are scarce, contradiction between people and land has become increasingly obvious. Against such a background, implementing land consolidation contributed a lot in dozens of aspects including the adjustment and reform for land using structure & layout, the increasing of the effective area for cultivated land, the improving of land utilization rate and output, the promotion of cultivated land scale management, industry cluster development, population live together and the improvement of ecological environment.To carry out evaluation for land consolidation project has a great theoretical and practical significance on China's sustainable development of the land consolidation. Evaluating land consolidation is a kind of new-birth thing, which is still on a stage of being explored and researched. Therefore, Evaluating land consolidation and the research of its KPI will not only promote land consolidation project's formation of theories and methods, but also can regulate and guide the practice of land consolidation activities and improve investment efficiency of special funds. meanwhile conducting a very positive effect on the establishment, improvement and development of system for country land consolidation projects.Based on the research of evaluation theory for land consolidation project at home and abroad, this essay adopts method combining theory research and empirical research , theory research as support while empirical research as main means. These two means complement each other.Through field survey and questionnaires from relevant experts, this essay chose 22 evaluation indexes concerned 3 aspects which including the completion of land consolidation management target, completion of quality , procedure target and completion of benefit target , for concluding the evaluation & Assessment system of land consolidation. Using comprehensive exponential Evaluation Method, discussed in detail for steps of "the use of AHP to determine weights" and "the use of comprehensive index in assessment," and eventually get the comprehensive index for land consolidation project target completing status. In this paper, taking the land consolidation carried out in Baitudian town of Xi county in HeNan province for instance, the analysis for evaluation & assessment of it indicates the Assessment index system built in this paper is capable of reflecting the performance objectively and overall, which is highly significant in both theory and practice.
