Along with our country'economy structure adjustment and the transformation of economic growth mode, the financial system must be more reasonable and effective to allocate financial resources. But the economic and financial resources are scattered decentralized and imbalance in region, therefore, regional financial center are to perfect the market system and optimize resource allocation, and drive regional economic to develop more sustained and rapid. When it comes to the analysis of differences on regional finance, most papers analyzed regional financial center'construction issue from political or economic Angle. But there are many reasons could influence regional financial formation and development, the main factors must be analysed from the perspective of financial geography.This paper analyzes financial conglomeration effect based on the financial geography, determining the geographic correlation in financial conglomeration, and analyses financial concentration degree and builds the Panel-Date model of Shandong province according to the theory of financial center and the development situation of every city in Shandong. Through the analysis, the conclusion was the construction of symbiotic double-key type regional financial center in Jinan and Qingdao. And, this paper further get the fundamental conditions and the function orientations of Jinan and Qingdao which are expected to mutual supplement advantages and to coordinate development from the experience of other financial centers'construction. On this basis, this paper puts forward the relevant policy suggestions from the aspect of urban construction and economic development, financial optimization and information sharing.
