Study On Environmental Impact Assessment Of Overall Land Use Planning

Overall land use planning covers land use of every industry, is the leading force of land management, but the first and second round of overall land use plannings concentrated on the economic benefits,but neglected the environmental benefits,which make the environment worse than before. As a complex of environment-society-economy, land is not only a production factor of economy, but also the carrier of ecosystem and environment. Because of long-term, complexity, cumulativeness of environmental impact caused by overall land use planning, it should take environmental impact as an important factor in overall land use planning ,in order to promote the sustainable, harmonious use of land resource as well as sustainable development of the region.The third round of land use overall planning began in 2003, the Law of Environmental Assessment also came into effect in the same year. The Law stipulates that overall land use planning municipal above needs to have environmental impact assessment, and environmental impact assessment of land overall use planning has become a new research subject, the makings of overall land use planning around the nation provide the good chance of practice, and many scholars have studied the subject since then.On this background, as I have participated in the making of overall land use planning in Jiangle county, I study the subject as follows: (1) Generalize the progress of overall land use planning home and abroad,then propose the main content of the paper;(2) Study the basis, procedures and methods of environmental impact assessment of overall land use planning , especially hold the view that map overlay of GIS is very suitable for environmental impact assessment of planning at the county level because of the overall land use planning at the county level is the implementation planning. with meso-and-micro scale.(3) Take an example of overall land use planning of Jiangle county, and use the method of the ecosystem service value to assess ecological rationality of the change of land structure ;map overlay of GIS to assess ecological rationality of land spatial distribution ,which is the reference for land use allocation and distribution.
