At present, the competition of commercial bank is fierce greatly, and the development of capital market is carrying on rapidly and successfully. The influence of financial disintermediation is getting profound and the marketization of interest rate is implemented steadily. Therefore, wholesale banking is constrained under the current circumstance, and meanwhile, a great deal of international banks turns their focus on retail banking. Retail banking could diversify risks and increase profit. Besides, the national wealth increases continually and the needs for financial services tend to be diverged. The SME financing is emerging and the information technologies are applied widely, which offers a great opportunity to retail banking.Recently, china's retail banking has developed rapidly; however, the entire performance appears to be not so "seemingly" good. The proportion of retail banking is low in whole revenue composite, which is far less than the counterparts outside China. There exist some issues:the dilemma of homogenous competition, low-quality relation management, unreasonable servicing tunnels and imperfect risk management, which constrained the retail banking.The foreign commercial banks have accumulated abundant of experiences in retail banking, and therefore the essay exploits the success of foreign banks and concluded the common advantages:development in altering, discrepancies and creations.Given that retail banking includes huge contents, the essay utilized the theory of strategy management, and redesigned the system, which is divided into 3 layers (strategy layer, tactics layer and implementation layer), of China's retail banking under the aspect of strategy management. The strategy layer includes the notion of client-centered management, further application of information technology and cultivation of core competence; the tactics layer includes creative actions of products, incorporation of multi-layered servicing tunnels; the implementation layer includes reformation of the organization structure and the business processing optimalization of relation management and risk management. The strategy layer provides guidance for tactics layer and implementation layer, tactics layer provides approach for the implementation layer, implement layer realize strategy layer and tactics layer.The 3-layer system is clear in thought and feasible in practice, which is of help to domestic retail banking.
