Human Resource Planning (HRP) is a basic job of enterprise human resource management. As the fundamental part of the enterprise operation, an efficient and accurate forecasting and planning can meet for the requirement of human resource of an enterprise with the least cost particularly the labor cost. But now, many enterprises including some state-owned enterprises often meet such problems as human resource forecasting and planning in their daily human resource management. On the one hand, the subsidiary companies and some front units always complain of their poor manpower, on the other hand, the managers always concentrate on the labor cost and managerial cost by reducing the staff size. As a communication company having millions of customers, A company is now facing the similar problem.In this dissertation, human resource forecasting and planning, job analysis and some other theories are used. Combine with the present condition and historical work, a plan suit to the window-service human resource configuration of A company is provided.The scheme provided in this dissertation is based on job analysis. Firstly, the writer made a detailed and comprehensive investigation and analysis of the present condition of A company. Secondly, the writer gave a scheme of window-service human resource planning. To play more important role, the planning laid an emphasis on the satisfaction of customers, and also think about the work shift planning. All these measures aim at providing more convenient and humanizing service for customers. For considering the health of the service staff, work time and work intensity are also thought about in the planning.
