The function of human capital in the development of social economy has been generally recognized and proofed deeply by experts and scholars at home and abroad. However, the higher accumulation of human capital does not necessarily result in higher economic growth, and it doesn't play a proper role in economic growth in some countries. For example, the former Soviet Union and eastern European countries have high human capital accumulation, though its technological achievements did not convert into real productive forces as a result of the system. India hasn't got rid of poverty since the establishment, and the reason is that India's bureaucracy curbs the function of the human capital. Hubei province has been in the leading status in the fields of science and education in the domestic, but its level of economic development is still wandering in the median. Therefore, human capital and economic growth is not necessarily present simple positive correlation, and human capital allocation needs integration by social systems. This thesis constructs the systematic factors of the human capital allocation and grasps the synergism which impacts the systematic factors of human capital allocation, thereby promoting economic growth from the five aspects of human capital operation, namely, dependence, guidance, equipment and resettlement. The final target of the human capital investment and utilization is to realize the person's need, and to embody human's value. The starting point and the foothold of this thesis is to meet the people's needs and interests, and to realize the revenue maximization of human capital investment, that is achieving the goal of satisfying and relying people. Concrete analysis includes:system, resource and division of work. Through the resource allocation and upgrade, the government can guide the people through system design, guarantee human rights, arouse people's enthusiasm and creativity, equip the people and improve people's quality as well as improve the relationship between man and nature. The enterprises can arrange people through the deepening of the labor division, thus finding the most appropriate efficient posts for everybody. The method of impacting human capital is the basis of completing the function, and only through some reasonable mechanism the very isolate factor can become an organic system. Focused on the human capital, model constitutes the integrity chain from purpose to means, and forms the self-organizing function coupling system. The study reflects the systematic, comprehensive and dynamic characteristics, thus realizing benign and spiral development momentum, which have strong instructive meaning about how to achieve human capital investment and promote the development of human capital better.This thesis has applied the model in the study of the problems of Hubei human capital allocation and has been in the stage of the empirical analysis. This thesis also seeks the problems of Hubei human capital allocation from three dimensions, namely, system, resource and division of labor, and also presents some policy suggestions for Hubei human capital allocation by the use of model.
