Generative Mechanism Of Regulative Legitimacy Of Covert Strategic Behaviors

The institutional environment in china is unique, on one hand, lack of stability and maturity makes reciprocity between enterprises and government more abundant, and to cause the covert strategic behaviors. One the other hand, it bring the enterprises strategic choices lots of problems, one of which is the regular from government makes institutional environment different from each enterprise. This is also the problem in study of legitimacy management in covert strategic behaviors, only while we have learn that how the government gives enterprises regulative legitimacy, the enterprises will have a clear action in view of the mechanism. To research regulative legitimacy, this paper opens the black box of government, focuses on inner relationship in government.This article straightens up the structure of government and the authority system by analyzing department built and relationship between higher and lower levels. And then, this article classifies government function on enterprises, and researches the relationship between different classifications, and establishes a system of regular conduction. On the basis of system of regular conduction, this article summarizes typical path to get regulative legitimacy in covert strategic behaviors, and discusses the result and effect factors to improve the successful rate.
