All the companies would face the situation concerning about legitimacy. Theproducts developed by the new enterprises cannot satisfy the basic need of the localconsumers can attribute to the problem of legitimacy. Some more problemscorresponding about the support from the government, suppliers and dealers upsideand downside can also be correlated to the legitimacy. There may be more dilemmasthat cannot be solved from the perspective of transaction cost theory, for example,whether the institutions of the enterprise is consistent with the local culture caninfluence the performance of the enterprise. The enterprise that has already gainlegitimacy from the government, suppliers and consumers is the basic condition thatthe companies can survive in the new environment. So how can gain balance of theeconomic goals from the company and the social legitimacy from the relatedshareholders is the fundamental problem for the managers, which is also the researchquestion of this thesis.Prior to the study on the problem of the survival and development of enterprisesfrom the angle of economics, according to maximize the benefits of the logicalanalysis of factors influencing the organization’s success, such as organization, scarceresources, provide the product characteristics, industry characteristics. Recent studieshave found that, in addition to these factors, the institutional factors, such asenterprise employment system, environmental standards and so often in the course ofbusiness enterprises to play a more important role. The institutional factors in additionto the direct influence on consumer products and the evaluation of the enterprise, butalso indirectly affect consumer to the enterprise based on enterprise performanceevaluation.The development of resource-oriented enterprises while facing the shortage ofresources and environmental protection can be attributed to two aspects pressure. Onone hand, along with the development of global economy and to accelerate the paceof economic integration, iron and steel, non-ferrous metal products and otherresources demand shows rapid growth trend, but the shortage of resources and evensome resource depletion and seriously restricting the rapid development of theenterprise. On the other hand, resource type enterprise production is oftenaccompanied by the over-exploitation of resources and environmental damage, withthe world on environmental protection regulation and pollution punish strengthincrease ceaselessly, how to maintain the development of enterprises andenvironmental protection synchronous benign loop is placed in front of all resource type enterprise impassable main tasks. To carry out business on the legitimacy ofenterprise, research, especially resource-based enterprises through reasonable strategyto obtain the legitimacy of current business development to have the vital practicalsignificance.The study is based on the institution theory perspective, through the case analysisof typical resource enterprise and their characteristics and development on the basis ofthe study we get three basic conclusions: a resource-based enterprises can get thecompetitive advantage based on resource acquisition and utilization of resources; thesecond is the effect of resource type enterprises obtain resources important factorsderived from the system environment; the third is a reasonable strategy contributes tothe resource-based enterprises in institutional environment resources.The paper is divided into6chapters, as follows:The first chapter is the part of the introduction, this chapter includes theresearch questions, research purpose, method and procedure.The second chapter is the literature review, this chapter describes the strategyand strategic management, organizational environment, at the same time, this chapteralso explains the definition, characteristics of resource type enterprise and resourcethe main problems faced by enterprises.The third chapter of the thesis includes that, the resource type enterprises arefaced with the problem is presented based on the concept and connotation of theory oflegitimacy, legitimacy according to the judgment standards can be divided intopractical legitimacy, cognitive legitimacy and moral legitimacy, at the same time theorganization according to its feature selection strategy to adapt enterprise legitimacy:legitimacy, control strategy and strategic legitimacy repair strategy.The fourth chapter of the thesis is the research method, this thesis introduces themain research method, research situation and case selection.The fifth chapter of the thesis is the part of case analysis, this chapter is aboutthe three cases of the Ansaimile, the United States of America Mittal aluminumcompany and company of Chinese aluminous estate, three typical resource enterpriseis carried on the comparative analysis, through the three resource type enterpriseanalysis and puts forward three kinds of rational strategy: companies can follow,select and create control to obtain enterprise legitimacy.The sixth chapter of the thesis is the conclusion, we found resource type enterprise competitive advantage can be based on resource acquisition and utilizationof resources; effect of resource type enterprise resources important factors derivedfrom the system environment; legitimation strategy contributes to the resource-basedenterprises in institutional environment resources. This chapter also presents thedisadvantages and future research directions.
