Unemployment insurance system was established based on the ideas of the human rights.the basic point of the Unemployment Insurance Initially produced is in ensuring the basic life of the unemployed people. Currently, promoting employment, preventing unemployment has become the latest trend of insurance law unemployment.At present,China's "Regulations on Unemployment Insurance," the legal system itself and its running have a huge problem. These problems have hold the promotion of re-employment and unemployment back.Low level of unemployment insurance legislation, legislative principles vague, lack of legal liability, regulations from the current reality; Function of the unemployment insurance system is not strong, the function of promoting re-employment is weak, difficult to effectively promoting re-employment. To solve these problems, to adapt the existing structure of employment and possible changes in the employment structure in the future, promoting the function of the re-employment should be results-orientation,design the unemployment insurance system in China.I think we can proceed from the following aspects:improve the level of the unemployment insurance legislation, and strengthen the principle of legislation,establish the principle of employment-oriented, give employment priority.expand the scope of the unemployment insurance system and improve the standards apply and pay; establish an employment system of give financial assistance; should, in particular formulate the system of unemployment insurance fund and standardize fund collection and use of management; strengthen the unemployment Insurance Legal System of the Unemployment Insurance Act and the coordination.of the other relevant laws and regulations.
