A passel of state grain depots with high level of mechanisation and administration operate as main structure of the system and exert the invest effeicently. The scale of grain depot in good condition of Guangdong Province and Guangzhou city are five million and one million. They ensure to carry out the grain reserve. A conclusion can be drawn from overview of grain depot system in U.S.A, Australia and Japan that grain depots are no longer isolated. They could not operate most efficiently if they can't combine the other links of grain circulation appropriately with huge scale, bulk and intensivism. And benefit both public and economy. Chinese huge scale grain depot system can't adapt the trend of grobal grain circulation in distribution, scale, structure and machines in different range. Grain depots in Guangzhou are with small size, large-scale distribution, old machines, low level of reserve means and bad combination of grain circulation. That influences not only the safety of grain reserve, but also development of enterprises. Therefore, it's necessary to develop grain depots of Guangzhou according to the characters and requirements of local grain circulation and state strategy of developing South China grain entrance, as Guangzhou is on the pace to state centrual city.PY District Grain Reservs co. is a big state company. It operates the whole circulation of grain with abundant operation experience, perfect marketing network and support from loval government. There are great opportunities of quantity of grain requirement, Guangzhou's being the state central city and perfect transportation center and modern grain circulation developing. On the other hand, the grain depots of PY co. are small, large-scale distribution, old machines and behind the trend, affecting the company's development. Moreover, local and outer competitors threat the marketing occupation. Therefore, PY co. adopts the SO (Strength-Opportunity) strategy by building PY Grain Logistics District to autualize the large-scale operation with reserve, production and trading combinated complex, being important part of Guangzhou grain circulation system.In this paper, selection of location, construction scale, insulation form is discussed as well as functions of heat preservation, moistureproof and fireproof and foundation subsiding and financing rising are discussed with example of PY Grain Logistics District. Development proposal of PY co. should bases on actual and grain distribution characteristics of Guangzhou such as channels, transit capacity and bulk packaging to rice and rice-based. The project determination and design should be determine the appropriate program according to local conditions. Conclude that PY co. should raise money by own capital, government subsidies and loans. The construction involves multiple stages, a number of links with different risks.Overall, the main risks are progress, quality and cost. They are not isolated but the combination of affecting each other. Therefore, it shoud enhance the control of the three sub-goals as progress, quality (including the settlement and the construction process) and cost.
