This article uses'double transfer'to study the local situation and investigates a serie of plans, which solve these problems. As a result, this increases the competitive force between industries, slows down the resourse contradiction and keeps the economics develop substainably.The author investigates the root of problems, consider that base on the'double transfer'plan, we should work with the real situation step by step, shoot the arrow at the target, protect the industrial chain, govern the invironment and resources, promote the industry, create and develop our own brands with the current advantage, eliminate some undeveloped companies and support the potential ones, also increase the worker's quanlity and complete the transference, to make sure the'double transfer'plan works prefectly. However, we can not follow like sheep, work without looking at the situation and over hastiness, this will break the industial chain, lead to the hollowing of industry, pollute the environment again and again, destroy the investment and lose cooperation with the government, the companies and the workers, and finally this make'double transfer'plane impracticable.Through the investigation, it is important and meaningful for regional development if we can run'double transfer'plane effectively to upgrade the industrial structure, increase the competitive force between industries, slow down the resourse contradiction and keep the economics develop substainably.
