With competitions between clusters increasing dramatically in the background of economy globalization, innovation is becoming a key factor for survival. While regional high & new Technology Enterprises Cluster, a new form of innovation organization cluster emerges, innovation network will be sufficiently reflected within this new form. Rather than competitions among spots or chains, those between networks are dominating the 21st century. High & new Technology Enterprises Clusters are special clusters which consist of quantities of high & new technology enterprises in the same industry field, the relevant enterprises and supporting organizations. Those enterprises and the organizations have similar but complementary attributes, which is a new organization form of high efficiency and intensive. As a regional network innovation, it is featured with the fact that commonness and complementary exist among the enterprises, suppliers, customers and other organizations. Therefore, the production, transference and accumulation of technology can be realized. This dynamic competition will help the cluster sustain a superior position in a long term. Many scholars and governmental sectors now are focusing their study on the sustainable development of the clusters. However, most of the domestic studies are just qualitative narration. Lack of quantitative method is restricting further study for the cluster network and innovation.The purpose of quantitative analysis to cluster innovation network is to obtain sufficient information of technical innovation activities, most of which are contained in patent literature. Over 90% of the latest technology information is found in patent literature and 80% of the information can not be found in materials of other forms. Sorting, comparison analysis and study of intelligence elements after selecting, identifying and arranging the existing patent literature, system analysis of the technical relevance and fluidity of the patent information, and the reveal of the potentially dynamic feature will not only help to sense the structure and developing basis of the cluster innovation network but also testify the innovation process, technical channels and innovation performance. Consequently, theoretical analysis and empirical research based on cluster patent literature through network and patent graph will provide credible quantitative evidence and theoretical direction to the construction and optimization of cluster network.
