A new residential structure "group rental" springs up like bamboo shoots after a spring rain in some residential districts of Shanghai with the rapid economic development of Shanghai, increasing population and the ever-rising price of property. it grows like a weed in a short time and brings huge challenge. As a new social problem in urban development, the research of the group rental is still in the initial period for not only the academic community but also government. and we are still exploring how to choose the mode of group rental. So there are very important practical significance and guarantee to specialize in the phenomenon of group rental in Shanghai and come up with some countermeasures during building a peaceful community and a harmonious socialist society.First, this article defines relevant core concepts, introduces some theories which are associated with measures of group rental. it establishes the theoretical foundation of this article. Secondly, the article introduces main solutions of Shanghai government and difficult points of the problem. then this article specializes in the group rental phenomenon of Brilliant City. after that, this article analyzes and points out the problem solving modes taken by Shanghai government during solving the group rental. the problem of group rental can't be solved essentially by pure "Jam". the "Jam" way loses the support of law, costs too much and loses a long-term plan. At the same time, this article introduces some successful experience from Beijing, Guangzhou, Hongkong, U.K., USA, France etc and summarize some principle and measures what we can learn from. Finally, this article makes deep-seated cause analysis and gives advices on setting up the laws and regulations, exploring a long-lasting practice managed by government, setting up multi-governing mechanism, improving the policy of the housing insurance for migrant workers, enlarging the supply of housing market and optimizing population mobility. the purpose of this article is to explore a long-lasting practice managed by government and move the policy of group rental forward to the benefit of the government.
