Study On The Current Situation And Reformation Strategy Of Nantong Agricultural Technology Extension System At Grassroots Level

Along with the establishment and development of the socialism market economy, the agriculture in China is being transformed from the traditional agriculture to a modern one, and the agricultural development has entered a stage to pursue profitability, which raised a much higher requirement to China Agricultural Technology Extension System at Grassroots Level. In the paper, we analyzed successful experience in developed countries,reviewed the history in the development of Nantong Agricultural Technology Extension System at Grassroots Level,and illustrated the current situation and main problems of the extension system,which were based on a huge actual survey and statistic analysis of relevant data,and the research appoaches that showed the recombinations of theoretical analysis and case study, quantitative and qualitative analysis, and macro and micro-analysis.In addition we put forward some suggestions for enhancing Nantong Agricultural Technology Extension System at Grassroots Level.Firstly,the current research had a comprehensive understanding of the units and personal structure in Nantong Agricultural Technology Extension System at Grassroots Level , and main elements of affecting function efficiency of the extension system.Secondly,we put forward the reforming route and principle of Nantong Agricultural Technology Extension System at Grassroots Level which addressed the separation of administration, commonweal and business,and also provided the scheme of determining the welfare function of agricultural technique extension,organization structure,personnel checking-up and financial recource.Finally,we put forward four innovative mechanisms of the reformation of Nantong Agricultural Technology Extension System at Grassroots Level .And the foremost one of them is the reformation of agricultural technique extension operation focused on the responsibility enhancement of the agricultural technology extension system.In the new system,the personnel working at the agricultural technology extension system at grassroots level will be classified into the different scale according to their positions and capacity,and relevant position arrangement , specific responsibility and evaluation methods are also suggested.
