Study On The Issue Of Rural Social Security In Chaoyang

China has a population of 1.3 billion,of which about 900 million farmers, as a large agricultural country, China's rural issues have become a constraint for economic development and modernization. With the development of economy, people are increasingly aware that in order to ensure the long-term stability of rural society, the development of rural social security can not be ignored. Chaoyang, which located in western of liaoning province has relatively low level of economic development and belong to the relatively low underdeveloped agricultural area. For a long time, due to imbalance between urban and rural development, Farmers in Chaoyang rural areas compared with urban residents almost no social security at all. This article is based on this background, by choosing a representative aera--ChaoYang in Liaoning Province as the object of study, using methods of combining theoretical research and field studies, and combining quantitative analysis and qualitative analysis, detailed analysis the problems and causes of the rural social security system in Chaoyang district, combined with the status of rural social security and on the basis of academic researchers at home and abroad to explore a sound and perfect social security system which accord to the actual situation of Chaoyang. This article establish the social security system in three aspects:social pension insurance, a new type of rural cooperative medical care and the minimum living guarantee system. and also it puts forward some pertinence and feasibility safeguard measures,including:promoting the law of social security system, strengthening the supervision of security fund, expanding the social security fund raising channels, perfecting service network of social security and strengthen the construction of education level in rural areas.This article is divided into five parts:The first part is the introduction, mainly introduces the background, significance, content and method of this paper; The second part is the overview on related theories.of rural social security system;The third part is the comparison between the rural social security system at home and abroad.;The fourth part analyzed the present situation and existing problems of rural social security system in Chaoyang district; The fifth part put forward some measures to establish and perfect the system of rural social security.
