As a major maritime country, China's gross ocean product accounted for 9.87 percent of GDP. Meanwhile, economy contribution of coastal provinces and cities reached 56% of GDP, represented by the Bohai Sea, Yangtze River Delta, Pearl River Delta economic circle. Coastal provinces and cities have become a major force in national economic development.The practical issues need to be solved to deepen implementation of "scientific development" and promote regional economic sustainable development, which is further developing the driving force in economic growth and undermining the disharmonious factors in it.The concept of financial ecology is first written into the Prime Minister's report in the 2007 government work report. A large number of in-depth studies have shown that improving financial efficiency and managing financial risks have a crucial importance to regional economic development by improving the financial environment.The paper builds a financial ecological development level evaluation system in coastal economic circle from the starting point of reasonable locating financial ecological development level of each coastal province and fully mobilizing the potential ability of them. Then it evaluates the financial eco-development level of each subject in order to provide a reference for regional financial development and economic construction.Firstly, the paper introduces the theory of financial ecology and its origin, analysis its meaning and features, comparatively analyze the existing financial ecological assessment methods and models, and determines the main research methods. It sums up the features of marine economy and analysis the financial development of each economic circle from the aspects of comprehensive, open, scientific and technological significance, superiority and so on. On that basis, the paper proposes the basic principles followed by financial ecological assessment in coastal economic circle. It determines the evaluation content of financial ecological development level in coastal economy circle from the aspects of financial development level, micro subject's economic power, regional economic environment and legal environment. Then it constructs the index system by consolidating capital, technology, introduced to evaluated the regional financial ecological development level, moreover, it tests the validity of evaluation results using the reliability analysis method.Secondly, it gives theoretical analysis to measurement results using the index system and proves the financial market inefficiency in non-financial ecosystem model. It concludes that the financial ecology state of Yangtze Economic Circle was the best, while Bohai Economic Circle needs urgent to be improved.In the end, the paper designs an optimization program of financial ecological construction in coastal areas.The main innovations of this paper lie in the following three:1.The paper built the evaluation index system for the financial ecology state, considering capital, technology and labor. In the index system, it establishes the marine industry financial support indicator to reflect the direct financial impact on marine industry, which is calculated by panel-data.2.Using fuzzy comprehensive evaluation method, the paper analyzed the states of financial ecology taking all aspects into account. Meanwhile, it uses reliability analysis to verify the process, to make sure the conclusion is valid and credible.3.The paper stimulates the efficiency realization in non-financial ecology mode with Pareto optimality model. And it proves that financial ecology may bring high efficiency to financial market which provides the basis for designing optimization program.
