On one hand, it can supply concrete directions, have an insight into the weak chains during the process and adjust working emphasis and directions in time, and provide scientific evidences for decision-making, on the other hand, it can help to forecast how it will work in the future, then make the direction explicit and strengthen people's resolution and confidence to construct the new socialist countryside.In order to obtain related and actual situation of the first data for the new socialist countryside construction, the author has carried out the local investigation to the partial peasant households of"three counties","five areas"in Lanzhou City. The local investigation result showed that the most of farmers are high to the new socialist countryside construction's cognition degree, hold the support manner, indicated that this construction undertaking has really brought the actual benefit to them, improves the production and living condition to them to have the very big help, hoped that the construction achievement can help more and more people and bring more and more advantage to them. In the aspects of material and the spiritual life level, the village affair publicity, social order, and so on, the most farmers indicated that before comparing the experiment site, had the very great degree improvement, the material life level not can only enhance, the spiritual life also obtains unceasingly richly, the government even more takes their wish, the social order condition obvious change for the better, had solved much practical difficulty for them.Based on the combination of local investigation and literature researching, the paper provides a 26-norm index system used to make performance evaluations of the new socialist countryside construction in Lanzhou City. At the beginning, it discussed the five requirements of constructing the new socialist countryside, namely higher productivity, a well-to-do life, civilized custom, tidy environment in rural areas, and democratic management, basic principles in index system like purposiveness, feasibility and comprehensiveness and so on are abided by, then it referred to the practical situations of the construction of new socialist countryside of the cities, counties in Lanzhou, in addition,it also consult the index system of constructing the new socialist countryside in other provinces and the moderately prosperous society in 2010, and the standard value of the index system produced from the goal that is expected to achieve by developing cities in 2010, meanwhile, weights of norms are also fixed by AHP. And has obtained conclusion of higher productivity and a well-to-do life is ample two targets to be biggest in the appraisal system's weight, civilized custom is the next best, tidy environment in rural areas and democratic management occupied less proportion. At last, Lanzhou, as a demonstration object, is analysed from the perspective of its performance by the method of comprehensive evaluation.
