Three years after China's accession to WTO, foreign insurance companies are allowed to operate in Chinese market, so, many have entered China. Human resources management plays a key role in the corporate strategy, due to insurance companies'characteristics of service. To set a correct position and assignment of personnel is the basic work of human resource management, and closely related to human resources management's development. Thus, it is worthy of careful study and discussion.CT insurance company is one of the first joint ventures entered the Chinese market. In the creation of the first few years, due to the rapid expansion of business, they didn't establish a perfect system in the basic work of human resources. For the long-term and stable development of company, CT insurance company is actively seeking a healthy way. Therefore, to improve human capital management, re-define the functions of departments, clarify responsibilities and authority at all levels, staffing rationalization, to maximize operational efficiencies in the CT insurance company's headquarters, becomes one of the priorities of the CT insurance company.This program takes CT insurance company's current functional departments as the research object, using theory and empirical research methods. Based on the identification and analysis of problems of human resources management in CT insurance company, it focuses on the functional analysis and further positions to job design, work analysis and staffing, to find the main problems and their causes, thus profoundly understand the important role of management of setting a correct position and an effective staffing at the headquarters. And it provides a favorable long-term protection for the development of CT insurance company in the future. This program is based on the company's actual situation, using principles of human resource management, and the specific methods for job analysis, such as interviews and questionnaires. From the preparation, the analysis of functional departments in headquarters, key performance indicators and re-establishment of key processes for departments, and job analysis and the optimization of job description, to ensure the practicality, effectiveness and science of this research.
