Study On Affect Factors And Countermeasure Of Transfer Of Agriculture Surplus Labor In Weifang

The surplus of agricultural labor force is a big problem perplexing the economic development of China. Especially with the implementing of economic system reform,the surplus of agricultural labors are more apparent . The numerous surplus of agricultural labors not only hinders the economic development of China but also brings a lot of social problems. It has attracted attention of many experts and government. The transfer of surplus labor in agriculture is a heavy task for Weifang city. Compared with many other cities in Shandong province, Weifang city has fallen behind in the speed and scale, so the study on how to solve the problem has positive theoretical and practical significance.This thesis uses cluster analysis, comparative analysis, combining qualitative and quantitative analysis etc. Take Weifang city as example, this thesis has a survey of research for transfer of surplus labor force in agriculture, formed the following conclusions:(1)The surplus of agricultural labor should divide into absolute and relative surplus. The relative surplus labor force in agriculture should be digested inside through improving agricultural production and management methods. The absolute surplus labor force in agriculture can only choose to transfer to non-agricultural industries.(2) According to the calculation formula for the surplus agricultural labor force, measuring out the amount of surplus labor force in agriculture and surplus rate of Weifang, we obtained there was a big difference in surplus labor of agriculture in all regions of Weifang and the surplus rate was also different, in recent years, the absolute number of agricultural surplus labor force in Weifang city had not decreased, but also had a slight increase, so the task of transfer is still heavy. (3) Through the overall profile analysis for the transfer of surplus labor in agriculture in Weifang city, we can see that the transfer shows the following characteristics: First, the transfer of surplus labor in agriculture is behind; Second, the transfer was obviously staged and periodic; Third, there is a non-equilibrium in internal transfer.(4) This thesis focused on analyzing the affect factors in the process of transfer of surplus labor force mainly from the following points: First, the agricultural labor force is low quality; Second, the industry structure is not quite rational; Third, the migration policies affected the transfer; Forth, the urbanization is in the low level and the development of urbanization is behind; Fifth, the labor market is imperfect and lack of a prefect guarantee system; Sixth, per capita arable land area is declining; Seventh, there is the substitution of labor force by agricultural capital and technology.(5) For accelerating the transfer of surplus labor force in agriculture of Weifang city, we have following countermeasures and proposals: First, we should formulate employment-led economic development strategy; Second, we should focus on accelerating the development of rural economy and promoting the agricultural surplus labor to achieve internal transfer; Third, it is need we should speed up the process of urbanization , especially in rural urbanization; Fourth, we must strengthen rural education and skills training to improve the quality of the rural labor force; Fifth, we should establish and improve the labor market, build labor service system; Sixth, it is urgent we should improve the social guarantee system of migrant workers, establish and improve the external environment and internal mechanism of the transfer of rural labor force.
