Study On Expost Benefit Calculation Of Land Consolidation Project

To calculating the benefit of land consolidation is an important content of land consolidation, is also the basic and core part of the benefit evaluation for land consolidation. The benefit calculation of land consolidation is at the exploratory and development stage in our country at present, because the land consolidation has disadvantages including negative externality, multi objectives and dispersion of decision-making, traditional and single method can not solve this problem. Through systematic research the benefit calculation method and theory of land consolidation project, it can improve the work flow of benefit evaluation for land consolidation, provide new way for evaluation and scientific develop the land consolidation practice. So studied on the theory and method of the benefit evaluation for land consolidation has very important practical significance. This paper is divided into six chapters and systematic studies the benefit calculation of land consolidation from theory, method and empirical perspective.At first, this paper analysis the research progress of land consolidation at home and abroad, then have deep recognition about the conception, connotation, goal and content of land consolidation. At the basis of above, through studying the research progress of benefit connotation and benefit calculation method, it studies the research process of benefit calculation of land consolidation. The results show that the connotation of benefit calculation of land consolidation is basically similar at home and aboard, and the connotation of land consolidation benefit become more and more rich with the goal and content of land consolidation continuously adjusting. The land consolidation benefits usually calculating by index calculation and monetized calculation, which have each advantages and disadvantages. To integrate the above two methods and merge them into the benefit calculation system of land consolidation is the future development trend.Secondly, the theoretical basis of land consolidation benefit calculation goes into particulars including system theory, ecology theory, cost-benefit theory, Maslow's needs theory and the theory of sustainable development, etc. At the same time, this paper deep analysis the land consolidation benefit to lay a theoretical foundation for establishing the land consolidation benefit calculation model.Thirdly, this paper comprehensive uses contrastive analysis, income capitalization approach, market alternative method and ecosystem service value coefficient method to construct land consolidation benefit calculation model from the perspective of index system calculation and monetized calculation.Finally it uses the construction model to calculating the land consolidation benefit of Giuzhen town in Tianmen city, detecting the scientific and effectiveness of this model, and obtains following conclusions:(1) As for calculating the land consolidation benefit, we should pay attention to calculating the technical index and monetized calculation of Individual benefits, when we get the calculating result of individual benefits, the quantitative calculation of comprehensive benefit can not be ignored. Not only we should find the shortcomings of land consolidation in the microcosmic study, but also provide theory basis for investment decision in macroscopic analysis.(2) It quantitative analysis the index system and know the project implementation effect in detail from the microcosmic angle. The result shows that this project basically reached the expected effect, but some problems need to be improved, such as insufficient emphasis on shelter construction, etc. Using monetized calculation model to calculating the project benefit, we get economic benefit 643,718 million Yuan, social benefit 12,936.17 million Yuan and ecological benefit -56.47 million Yuan, result show that the economic benefit and social benefit are significantly but the ecological benefit is negative, land consolidation bring ecological risks for this project. Empirical studies show that the already established calculation model is easy calculation, strong objectivity and have great practical significance.
