The Study Of "Permanent Stability Of Land Contractual Relations" From Farmers Perspective

This study investigates in three townships of Xiang Cheng District of Xiang fan City in Hubei, using questionnaires and case interview methods to know farmers attitude on "a long time constant" land contract relations. Then inspected this investigation, we can analyse the reality of "permanent stability of land contractual relations" and obstacles. What's more, give some useful policy recommendations for further.Above all, the paper discusses the peasants for the permanent stability of land contractual relations attitude. First, the cognitive of the farmers to the permanent stability of land contractual relations, the peasants think that"the permanent stability" policy refers primarily to further extend the period of contractual land and that the reasonable land contract period should not exceed 70 years. Second, the farmers have a positive evaluation on" the permanent stability", that policy will be helpful to stabilize the psychological expectations of land. Third, implementation of the permanent stability" will not change farmer's land investment and land transfer attitudes. Based on the above investigation, the main factor to impact on farmers "the permanent stability "is the attitude of the peasants age and farmers think about the village government distribute land is a fair or not. Their attitudes does not relate with income, educational level, family area.Next, we explore the real possibility of "permanent stability of land contractual relations". In theory, we used Coarse and the Marxist theory of property rights and combined with our existing system of land ownership arrangements, to describe the feasibility of this theory. From the farmer's land management and the current situation of social security of farmers, we can know farmers need "permanent stability of land contractual relations". Based on the above discussion of three aspects, I tried to analyse the hindering factors of "permanent stability".Finally, based on empirical research I conclude this study's results and give some policy proposals about how to implement "permanent stability of land contractual relations".
