Study On The Industrial Development Modes And Countermeasures Of Biogas In Rural Areas Of Hubei Province

Energy is the basis of human life. Nowadays we are facing a serious situation that the non-renewable resources are decreasing and the ecological environment is deteriorating. Exploiting renewable energy including biomass, hydraulic, wind, solar, geothermal and tide energy is of great importance. China has a large amount of energy consumption. Exploiting and utilizing renewable energy has become a significant strategic assignment for our country's economic and social development. Exploiting and utilizing biogas can bring comprehensive benefit of economic, ecologic, and social aspects and is an effective solution to achieve a premium and clean way of using biomass. As a country with an agricultural population of 900 million, China should pay particular attention to the exploiting and utilizing of biogas. Hubei's rural area has great advantages and potential in this aspect and has already made some achievements:the formation of biogas industry with biogas projects, biogas service systems and equipment manufactures developing as a whole. But several problems still exist, for example, industrialization has not been fully realized, the huge potential of biogas has not been fully exploited, and the comprehensive benefit of biogas industry has not played a role in an all-round way. Based on the causes of these problems, this thesis presents the industrial development modes and countermeasures of biogas in rural areas of Hubei Province.Based on the system structure, this thesis is divided into eight parts.The first part mainly elaborates the background, purpose and significance of this study, sums up the current situation of the biogas industry, briefly introduces the structure, research approach and technique method, and summarizes the innovation of this thesis. The second part elaborates the Theory of Circular Economy, Theory of Industry Development and Theory of Industrial Policy, indicates the guidance of these theories in this thesis, forms the theoretical basis for this thesis, and meanwhile definites some important concepts, such as industrial development of biogas in rural areas, according to the related theories. The third part explains the economic, ecological, and social benefits brought by the exploiting and utilizing of the biogas, analyzes the economic benefit of building biogas pool which has direct influence on farmers according to the Cost Benefit Analysis Method, illustrates the economic benefits from the farmer's perspective. Demonstration in this part can fully explicate the bright prospects of the biogas industry. The fourth part analyzes the geographical, resource and policy advantages of developing biogas industry in the rural areas of Hubei Province, estimates the biogas potential including two kinds of ferment materials-animal faeces and crop straw, and illustrates the huge potential and feasibility of biogas industrialization in the rural areas of Hubei Province. The fifth part is the summary and conclusion on the basis of field survey, mainly points out the problems and causes in the development of biogas industry, indicates that the obstacle existing in the way of realizing biogas industrialization in the rural areas of Hubei Province should be solved by the methods of perfecting the service system and developing two kinds of biogas projects in a healthy way. The sixth part introduces the concept of property management of biogas, summarizes three kinds of management modes including government public welfare, participatory government, and fully market-based. On the basis of summing up the successful experiences of four typical cases of participatory government, this thesis puts forward the necessity of establishing fully market-based mode, and implements the building of this mode through setting up the property management company. The seventh part discusses the macro-development mode and the specific operating modes of the family-used and intensively-supplying biogas projects in the rural areas of Hubei Province. The above-mentioned modes will stimulate the full potential of the comprehensive benefits brought by the biogas industry and bring the whole biogas industry to a higher level. The eighth part makes pointed references to economic policy, technology measures, and cultivation measures of economic growth based on the previous analysis so as to safeguard the full realization of the biogas industrialization. The ninth part summarizes the main points addressed in the dissertation and points out the limitations of the research and research area of further researches.
