Research On Administration Management System Of Small Towns’ Environmental Protection

Since the65th anniversary of the founding of China, no matter in terms of economic or social development, it has a great progress in our country. However, a rapid progress also makes a negative impact to the nation. With the developing of economy and society drastically, the social environment in our country has been damaged greatly, especially the small towns in our country which are with the extreme destruction of ecosystems, the lack of natural resources, the expansion of the urban population and so on. This kind of problems have been highlighted, especially the rapid development of social economy and natural environment, they have become the main problems of present society in China that can be restricted to standing still."Environmental Protection Law" and "Circular Economy Promotion Law" of the central government issued a series of laws and regulations to supplement the defects of the system of environmental protection laws in our country. However, the small towns in our country have begun to pay attention to environmental protection and construction, sticking to the sustainable development strategy and paying more attention to a balanced development of economy and environment. Nonetheless, judging from the general condition of the small towns in our country, the relative policy, laws and regulations aimed at the small towns in our country are not reflected in the practical situation of environment, many small towns in our country are still in the state of environmental vicious cycle at present.Under the background of this article is in the whole administrative management, it focuses on the environmental protection of small towns, respectively from organization setup and function division, management methods and relevant system of environmental protection department four aspects to further study on the administrative system of the environmental protection in our small towns.In the article, the concrete content that we study includes the following seven parts:First part, an introduction to the background and meaning of the article, through overview for the common condition of environment in small towns of our country, leads out the necessity and urgency of environmental protection administration reform.Second part, it is the theoretical basis part of the article. In this part, the important concept and the theory of this article has carried on the clear definition and detailed introduction. It includes the small towns, the characteristics of environmental protection management of small towns and the understanding of the administrative system in the concept of the main application, Public Administration Theory, Administration Management Theory, Externality Theory and Sustainable Development Theory in the theory of the main application.Third part, it is the present situation of environment for Panshan County, through on-the-spot investigation to know that the present problems for the administration management system of environmental protection are organization setting, functions, management methods and system four aspects. The detailed introduction is in the article.Fourth part, it analyses the problems and reasons. For Panjin city introduced in part three of the present situation in the administration system of environmental protection has carried on the objective and comprehensive analysis, and then find out the root of problems and reasons.Fifth part, it mainly introduces the experience of small towns in developed countries in the aspect of environmental protection. Extract experiences about the way and development of administration management in the small towns of American, Japanese and German three countries, which are perfect state in environmental protection. Then make the enlightenment for administration management system of environmental protection in our small towns.Sixth part, it combines with the theoretical foundation, the present situation and problems and reasons of environment in small towns, experiences from developed countries five aspects that the former mentioned, puts forward the countermeasures for reform of administration management system of environmental protection in our small towns. Truly, hope that the conclusion comes through the study of Panjin such typical small towns can be able to provide a referenced suggestion for the comprehensive treatment of environmental protection in our small towns.Seventh part, it is the conclusion that the problems of the present organization setting, function division, management methods and system of environmental administration management system four aspects in our small towns have seriously hindered the environment construction of the small towns in our country and the government has played no part in it. If we want to improve the environment of our small towns, the four aspects above must reformed, only the administration system of environmental protection is perfected, the environment of small towns in our country is expected to get the essential optimizing and reform.
