Research On Heavy Plate Plant2^nd Expansion Project Management Of Baoshan Iron&Steel Co.,Ltd.

China’s oil pipeline constructions are getting a rapid development in the21st century."West-East" and other projects will require a large number of pipeline material, but the supply of pipeline steel, especially the high-strength, used in the production of pipeline is very scarce. Baosteel is China’s leading pipe steel manufacturers, and its pipe steel supply accounts for more than80%of the total supply in China. Its heavy plate mill building is divided into two phases, and first phase project was completed in March2005, whose production is in good condition with a scale of1.4million tons/year. The second phase of the expansion project will increase its production capacity to1.8million tons/year. So it is meaningful for alleviating the tension in the supply and demand of China’s steel pipe and increasing Baosteel’s operating efficiency to ensure a good construction quality with the use of project management theory.With the ideas and concepts of project management, this paper carries out a detailed planning and research for the II phase of Baosteel Heavy Plate Plant Expansion Project focusing on human resources, schedule, quality, material, risk, communication, security and other aspects of the work. The main part of the paper analyzes a profound connotation and characteristics of project management, and puts emphasis on the necessity and feasibility of the project, fully explaining the reasons for its start-up; Then, it gives a detailed description of the project’s human resource plan, scheduling, physical distribution plan, quality plan, communication plan and safety management plan. At the last, the article clearly puts forward the implementation and control of various programs above.The article shows that2phase of the plate factory’s expansion project is a major project to achieve structural adjustment of Baosteel’s own products and respond to market challenges. The project has its own characteristics in the implementation of the plan in terms of validity, enforceability and accuracy, and it also gets a good implement in the actual process.
