| There are numberous tailings ponds in our country, the construction standard is lower, loopholes exist in safety management, there is a potential safety hazard. And when the dam break appears in tailings ponds, the consequences are always disastrous, causing a huge loss to our country, seriously menacing the life property safety of the downstream residents, also leading to serious environmental pollution, causing secondary disasters at last. So studying the disaster-causing mechanism of dam break in tailings ponds, to assess the risk of the situation of tailings ponds, has great significance for ensuring tailings ponds’safe operation.There are so many disaster-causing factors to dam breaking in tailings ponds, however, previous research results are mainly focus on the study of certain one factor, for example, the study’s emphasis of tailings ponds in our country mainly focus on how to strengthen the stability of the slope, shortcomings of systematization. This study builds up risk indicator system of dam breaking in tailings ponds through analyzing the reasons of dam breaking in tailings ponds in the whole country for recent a dozen years and referring to related literature thoroughly. This study summarizes the major disaster-causing factors of dam breaking in tailings ponds:top overflow dam breaking, instability dam breaking, seepage destroying, earthquake-induced liquefaction, factors of management. This study also uses the way of software simulation to show the relevancy of every disaster-causing factor and dam breaking in tailings ponds visually.This study divided the assessment grade into four grades, and put the corresponding scores to each grade of the tailings ponds according to relevant specification requirements of the tailings ponds’ safety and the conclusion of literature. Make a list of the specific classification and the criterion for giving every grade the scores in the form of table. This research calculated the weight of each indicator in the indicator system using the algorithm of Rough Set according to the parameters of13tailings ponds in Liaoning Province.This research assesses the safety situation of a tailings pond living example in Liaoning Province Fengcheng city applying safety assessment method of multilevel extension method. The assessment results are consistent with that the safety assessment organization has worked out using Safety Check List. The results confirmed the practicability of the risk indicator system and the feasibility of multilevel extension method applied to the safety assessment of tailings ponds. |
