The reserves of XiFeng oilfield was more than4hundred million tons in the southwest ofthe Chinese Erdos basin, also the biggest oilfield on Chinese onshore oil more than ten years.The XiFeng oilfield had been able to product one million tons of crude oil annually by thelarge-scale construction within a few years, have the duty of completion to energy productionand ensuring supply on the energy market. Along with the development of “low pressure, lowpermeability, low abundance” oilfields, decline in production, high watercut, energyconsumption increase, energy-saving reform project had become an important means ofoilfield to improve efficiency, and the effect on project management was a more importantposition in the aspect of energy-saving reform project.Project management was a branch of the fastest development in business administration,provided an effective organizational form to the implementation of the project, and madesignificant contributions to management practice. More and more industries began to apply themethod of project management to manage project construction widely. Petroleum enterprisealso got to participate in the project management of the reform project, but in the reformproject, was hard to meet the needs of oilfield enterprises management by general copyingproject management mode. Now we urgently need a targeted project management measure topromote the development of oilfield energy-saving transformation project management.This paper had summarized the related theories of project management, uniting theorywith practice, combining with the knowledge of project management theory, drawing onexperience from predecessors, the XiFeng oilfield energy-saving transformation projectmanagement status and problems were analyzed and summarized by surveying in the field,and the existing XiFeng oilfield energy-saving transformation project management mode wereanalyzed. Combining with the example of empirical, analyzed the factors of XiFeng oilfieldenergy-saving renovation project management effect through application of the related theoryand method in project management. The research results show that, at present, XiFeng oilfieldenergy-saving transformation project management there were still no a complete and scientificmodel of project management system; During the implementation of the project organization and coordination was not in place; Each other aspects of project schedule, quality and costcontrol; Breakdown of communication between higher and lower in the operation of theproject; Overall, XiFeng oilfield energy-saving transformation project management need theoperation of the project in the scientific and systemic management mode. In the end, designedan appropriate scheme for project management of energy-saving engineering of oilfieldcombining the feature with XiFeng oilfield, and provided a bit of insurance to the projectmanagement scheme being worked effectively.The research had a guiding significance in disentangling and consummating XiFengoilfield energy-saving transformation project management mode, and some reference value forthe energy-saving reform project in other oil companies.
