Since the1980s, environmental issues have turned into an increasingly significant issue closely watched by people all over the world. Along with the continuous and clipping growth of GDP, a large amount of natural resources, for instance, freshwater, mineral, land, oil resources, are consumed rapidly, the severe deterioration of water, air and other ecological environment, not only the frequency occurrence of many regional environmental issues, but it is worldwide global environmental crisis, among which the most prominent one is water pollution. How to improve the quality of water greatly influences the good balance of the relationship between GDP, environment and resource.The paper wants to investigate the relationship between China’s water pollution and economic growth based on the nonlinear perspective. By using a set of specific panel data of30provinces from2000to2011, the paper intends to explore the impact of GDP for water pollution, make the conclusion that the environmental effects triggered by GDP growth are different according to different regions; Then, with GDP, the ability to attract FDI (le AFDI) and openness (le TO), make up a comparatively complex threshold model. GDP increased flexibility for the related effects of water pollution varies different degrees of ease, due to GDP, as well as AFDI. Since these three variables can produce the economic growth and also improve the water quality of environment in China, especially the technological advances for the ease of water pollution problem having a very important role. In addition, the paper also testify the Chinese water EKC, making the conclusion that the china’s industrial wastewater EKC is inverted U-shaped with the turning point46118yuan/person. Right now, there are only five provinces, which are Shanghai, Beijing, Tianjin, Jiangsu and Zhejiang, exceed46118yuan/person. At present, China is still among the rising phase of EKC, where creating the same amount of pressure on the water environment of economic wealth generated by relatively large.Finally, the paper proposes some targeted suggestions based on the analysis:(1) Continue to strengthen the realization of the effective protection for our unique water environment, supervise and announce the surrounding water environment and water pollution situation of enterprises from time to time, supervising from the public. In addition, enterprises can reduce the wastewater discharge actively by pulling in the advanced technology and devices from other countries, heighten the proportion of funding support in effective protecting water environment, and finally form a sound pollution compensation mechanism.(2) Adhere to the new road to industrialization, make the best efforts to reduce the level of industrial wastewater, adjust the ratio of the intemal rational structure of industry initiatively, eliminate those having the relatively low level in the industry chain but the unit water consumption is relatively high, cut down the large emissions of industrial wastewater to the environment, integrate the whole industrial structure imperatively, especially the western region where the industrial structure is still quite unreasonable, and actively stimulate the further progress of tertiary industry.(3) According to GDP, the ability to attract foreign investment and openess having a degree threshold effect, and the negative bad effect of the overall environment is easing up constantly. So, with the carrying out of an effective energy-saving policy, the future will be able to achieve economic growth while making the water quality of the environment can be improved.
