MSW is source of stench, toxic and hazardous gases, landfill leachate, and heavy metals.Also, it’s hotbed of toxic and harmful bacteria and mosquitoes, polluting air, water and soil,posing a huge threat to ecological environment and human health. Urbanization worseningproblems of MSW into a global crisis, the waste disposal problem has become more and moreacute. PPP mode has promising prospects for applications in field of waste treatment projects.PPP can solve problems of funds shortage, low utilization efficiency and other issues, at thesame time reduce the risk. It’s the first choice for MSW disposal. Reasonable risk allocation isthe key to waster disposal PPP projects successful. Based on this, we designed a standardizedrisk-sharing processes and a reasonable risk-sharing frame of PPP project from theperspective of risk management, taking risk allocation as an anchor point to explore PPPapplication in urban garbage disposal in this paper.First, by analysis a large number of documents and project practice, combined withpractical experience in project and risk classification methods from authoritative experts, weestablish a risk list of municipal solid waste disposal PPP projects. Then, use a questionnairesurvey, entropy-TOPSIS model and the golden section method to get21key risk factors,including eight A level risk factors and thirteen B level risk factors.Second, establishing a reasonable risk-sharing mechanism is the ultimate goal of wastePPP project risk analysis. Based on research and analysis of the risk-sharing principles andframe, we sum up a risk allocation scheme which suits waste PPP projects in China throughcomparative analysis from two dimensions between the grounded theory and practice basedon survey.Finally, proceed from the formation of PPP Project Company, and analysing thelong-term stable cooperative relations between government and enterprises, we propose to userandom garbage cooperative game theory to solve the optimal PPP project risk-sharingproblem. By analysis risk appetite of public and private, calculate their Shapley value,construct the optimal risk-sharing model, and get the optimal risk-sharing proportion onempirical research. Than, according to rights being equal to liabilities, we finally get theoptimal investment ratio between public and private, namely11.4%:88.6%.
