Le’an joint station is mainly responsible for Le’an Oilfield heavy oil dehydration andoffloading tasks of the Xianhe Oil Production Plant and Petroleum Development Center.Since July2010, the Petroleum Development Center has taken measures to helpexploitation of heavy oil, such as viscosity reducer injection, CO2and N2injection. Thesemeasures caused that the dehydrated crude cannot meet the requirements in Le’an UnionStation Development Center. The nature of the thin oil which is mixed with heavy oil fromLe’an joint station to dehydrate has changed, resulting that the difficulty of crude oildehydration in Xianhe Oil Production Plant and Development Center is exacerbated further.Because the quantity of sewage is far beyond the actual acceptance ability of sewage station,through the imperfection processing system, the water quality will not be able to reach therecharge target and it is difficult to meet the demand for safe production.This paper proposes suggestions for the transformation of current crude oil and sewageprocessing system in Le’an joint station. Safety checklist method and Preliminary HazardAnalysis method were applied in qualitative risk assessment of system transformationprocess. By analyzing the human error factors in the system transformation, the humanfactors precautions were raised. Combined with the actual situation of the oil productionplant, the system transformation process was decomposed. Then this paper analyzed the riskfactors, and brought forward specific risk prevention measures of the joint stationreconstruction from various aspects. It was proposed to strengthen the security riskmanagement to achieve the purpose of control the risk of crude oil and sewage processingsystems transformation of the joint station.
