Energy cooperation is an important support for the “Belt and Road” initiative.The global imbalance in the production and demand of oil and gas resources and the rise of emerging economies such as China and India have prompted the formation of new planning patterns for oil and gas pipelines around the world.In the next 10 years,China will take the opportunity of building the “Belt and Road” oil and gas channel to enter a new upsurge in oil and gas pipeline construction.The construction of oil and gas pipelines has the characteristics of wide operation range,complicated geographical environment and long construction period,which leads to a lot of risks in the construction process and frequent accidents.Therefore,it is necessary to carry out risk analysis of oil and gas pipeline construction and put forward corresponding preventive measures.This paper carries out risk identification and risk analysis research through theoretical analysis,numerical calculation and questionnaires,and puts forward preventive measures.The main research contents are as follows:1.Researched the occurrence rules of oil and gas pipeline construction accidents.According to the accident characteristics,construction stage and whether there are secondary accidents,the 35 accidents of oil and gas pipeline construction were statistically analyzed,and the three types of accidents with the highest frequency were mechanical injury,collapse and pressure vessel explosion;the accidents involved 7 In the construction phase of two oil and gas pipelines,the three phases with the highest frequency are group butt welding,pipeline pressure test and pipe ditching;the proportion of secondary accidents is 8.6%.2.The accident causes "2-4" model was used to comprehensively analyze the causes of oil and gas pipeline construction accidents,and extract and analyze common causes.The results show that the common causes of the highest frequency of each module are "construction in violation of operating procedures","stay in dangerous places of personnel","placement of dangerous places in equipment and materials","risk working environment","lack of knowledge of environmental risks","unconscious Risks to the environment "," insufficient staffing of supervisors " and " sudden or continuous rainfall ".Based on the analysis results,a statistic table of oil and gas pipeline construction risk factors is formed to provide a directional basis for risk identification and analysis.3.Based on the statistics of accident characteristics and the risk factors of oil and gas pipeline construction,point to the statistical research results,and use the WBS-RBS method to identify the oil and gas pipeline construction risk factors.Comprehensive legal and regulatory requirements,on-site investigations and expert advice,build a risk identification matrix for oil and gas pipeline construction,and obtain 112 risk factors for oil and gas pipeline construction in five areas: personnel,materials,equipment and tools,environment,and management,forming the initial risk of oil and gas pipeline construction Checklist.4.Conduct risk analysis on the construction process of oil and gas pipelines through the selection of risk factors and risk evaluation.According to the content of the initial risk list,the questionnaire was distributed to experts,and the principal component analysis method was used to select risk factors.A total of 23 principal component factors were extracted from the five risk factors of personnel,materials,equipment and tools,environment,and management,including key risk factors 54 items,forming a four-level oil and gas pipeline construction risk list.AHP is used to rank the importance of each level.Among the five aspects,the most important are the personnel risk factors,and the most important risk factors in each aspect are "the trench excavation slope does not meet the design requirements","cable Damage caused by electric leakage "," construction material type,performance supply and demand do not match "," excavator is too close to high-voltage wire or scrape wire "," rainfall makes the road soft and wet " and " security training lacks depth and pertinence".5.Based on the above research results,formulate preventive measures for the five most important risk factors in terms of personnel,materials,equipment and tools,environment,and management.Build an oil and gas pipeline construction safety training system,train personnel,materials,equipment and tools,environment,and management in five key areas,innovate the assessment method for the effectiveness of oil and gas pipeline construction safety training,combine training with safety supervision,and propose Targeted safeguard measures,research results can reduce risks for oil and gas pipeline construction,and provide a reference for the prevention of similar construction accidents.
