The straw pulp paper-making processes have the advantages of protecting forestresources and ecological environment, reducing manufacture cost and using the blackliquor, the bio-refractory compounds brought by the traditional papermaking process, toproduce organic fertilizer and so on. But the straw pulp and fertilizer project wouldproduce pollutant, including waste gas and wastewater that could do damage to theenvironment. So it is necessary for the enterprises to find way to solute the environmentproblems brought by itself in order to reach the goal of sustainable development.This thesis, taking a straw pulp and fertilizer project in Jiamusi as the researchobject, analyzed the kinds and quantity of pollutant produced by the project andestimated whether the immediate discharge reached the standard and so on. Then thepaper put forward specific environment control schemes for atmosphere and surfacewater. Combing with the results of the environment present situation investigation andanalysis, the thesis chose reasonable methods to analyze the influence of the operatingperiod of the project to the atmosphere and surface water.The result showed that the NH3produced by the boiler and the NH3, SO2and NO2produced by the organic fertilizer drying technology could all comfort to thecorresponding standard. But the concentration of NH3produced by the boiler and SO2produced by the organic fertilizer is relatively higher, might bring great harm to theatmospheric environment, according to that condition the paper put forward theatmospheric control scheme including dilute sulphuric acid spray scrubber and ammoniadesulfurization. The emissions of crusher(particulate), organic fertilizer dryingtechnology(dust), the unqualified organic fertilizer crusher(particulate), coal crusher ofpower station(particulate) and boiler(dust, SO2and NO2) could not comfort to thestandard, then the paper put forward the atmospheric control scheme including cycloneor bag filter, SCR denitrification technique and ammonia desulfurization. During theoperation period the project would produce35709.6m3of wastewater every daycontaining high concentration of COD, BOD5, ammonia nitrogen and suspended solid,that the immediate discharge would bring serious pollution to the surface water, then thearticle put forward a design program for the sewage processing station of the project tosolve the problem of the surface water pollution.According to the result of the current atmospheric situation investigationof the straw pulp and fertilizer project, the daily average monitoringconcentration of SO2, NO2, PM10and the hourly average monitoringconcentration of SO2, NO2, NH3could all comfort to the require of ambient airquality standard(GB3095-2012) or standard for hygienic design of industrialenterprises(TJ36-79). According to the policy, the receiving water is put into the Grade IV. The concentration of surface water quality of monitoring indexincluding pH, COD, BOD5, ammonia nitrogen and permanganate index can allmeet the requirement of groundwater quality Ⅲ standard (GB3838-2002). Thesurface water and atmospheric environment condition is good, and still havesome environmental capacity.After taking the pollution control measures put forward by this study, according tothe result of environmental situation and the analysis, the operating period of this strawpulp and fertilizer project would not have much negative impacts on the atmosphericand surface water environment, and would not do harm to the surrounding environmentand people’s health. In general, the project is feasible.The result of this paper could provide reference for making pollution control planof straw pulp and fertilizer project, and reduced the quantity of pollutant produced bythe operation of the project, ensured that the project would not do harm to thesurrounding environment and people’s health.
