Study On Environmental Management System Of "One-permit Of Chain" For Fixed Pollution Sources

Under the market economy,environmental resources are increasingly scarce,and the contradiction between economic development and environmental protection is deepening year by year,Fixed pollution sources as the core of the contradiction between them,there are still major problems in management.Since the 13 th Five-Year Plan,a series of documents put forward the idea of perfecting the pollutant discharge permit system,encouraging and guiding all kinds of subjects to actively devote themselves to the construction of ecological civilization and carrying out the environmental management idea of market-oriented mechanism.Although many parties have explored the establishment of the system with emission permits as the core,the environmental management system for fixed pollution sources still has the problems of implementation link and supervision and management.which affects the effectiveness of the system,and there are still some deficiencies in the control and guidance for enterprises,governments and the public to establish a balanced development spontaneously in the market mechanism.Therefore,this paper follows the basic principle of discharge permit system as the core of management,taking the Shaying River Basin of Henan Province as an example,based on the practical implementation problems of fixed source environmental management,and constructs the management system preliminarily under the joint action of policy regulation and economic incentive,The aim is to provide the following ideas for fixed source environmental management and lay the foundation for high quality development in China.First of all,This paper takes the current situation effect analysis of the implementation of the discharge permit system in the Shaying River Basin of Henan Province as the starting point,and deeply analyzes the problem.According to the results,the problems in the implementation of the existing relevant systems in the basin are explored and combed,including environmental impact assessment,total budget management,paid use and trading of emission rights,and environmental statistics and emission declaration registration systems closely related to quantitativeaccounting of indicators.Secondly,On the basis of the above problem analysis,based on the basic needs of fixed source environmental management,this paper probes into the basic theory of environmental management,clarifies the game subject of environmental protection,analyzes the establishment method of incentive compatibility constraint among the main game subjects,and innovates and integrates the concept of "chain management",then puts forward the connotation of "One-Permit of Chain" environmental management system,which aims at improving water environment quality,taking the joint action of policy regulation and economic incentive as the principle,and taking the sewage permit system as the core but not the only control means.Finally,According to the connotation design of the environmental management system,based on the analysis of the implementation problems of the above system,the correlation analysis between each system and the emission permit system is carried out separately,and the integration method is explored.The environmental management system of "One-Permit of Chain" for fixed pollution sources was constructed,which takes "pre-permit mid-permit and post-permit" as the management mode,and the suggestion of convergence and integration between the environmental management system of fixed source is combed.According to the management mode,Final of the article put forward the main contents of the system that environmental impact review admission of pre-permit,check and ratify of mid-permit and strict post-permit supervision.And the key points of system construction suitable for Shaying River Basin in Henan Province are provided.
