In recent years, with the rapid development of mining enterprise, both its scale and economic benefits have taken place in an unprecedented growth; however, the mine accident has also occurred frequently. Thus it makes the security problems of mine production and construction become more and more prominent. In view of the above-mentioned facts, China produced the related policies and regulations which required that the safety level of mine production and construction should be essentially improved. That is to say, the intrinsically safe mine should be constructed. From the aspects of the current situation of environmental safety around mining companies together with the accident-causing theory and the system safety theory, the paper expounds the connotations and characteristics of the intrinsically safe mine and carries on detailed and deep analysis to the mine personnel, machinery equipment, environment and management which are four elements of the intrinsically safe mine. Then the paper puts forward the effective measures and methods of the construction of intrinsically safe mine.According to the interrelationships analysis of the mine personnel, machinery equipment, environment and management on the basis of the accident-causing theory, this paper establishes a scientific and reasonable comprehensive evaluation index system of mine intrinsically safe after it adopts Analytic Hierarchy Process (AHP) to clarify layer of structure of the four elements. The paper adopts quantitative and qualitative analysis and In the method, the weights of various evaluation indexes are determined by AHP and the membership degree of each index is determined by the method of safety checklist combined with modified rating proportion. Meanwhile, the evaluation result is made by the fuzzy comprehensive evaluation method and then according to the result, the evaluation object can be judged which kind of the intrinsically safe mine they belong to. After the evaluation model is applied into a mine, The paper gets to know that the intrinsically safe level of the mine belongs to part II which agrees with the fact. And the paper proposes some specific and improvement measures according to the evaluation result.The paper can reach the goal of establishing the intrinsically safe mine by means of establishing the comprehensive evaluation index system of mine intrinsically safe and carrying out the comprehensive evaluation of intrinsically safe which can realize the stability and harmony of the mine personnel, machinery equipment, environment and management and reduce the mine accidents and then guarantee the healthy, harmonious and stable development of mining enterprise in our country. Therefore, the research has profound guiding significance for establishing safety evaluation and the intrinsically safe mine.
