| For the past many years, people always focus on developing economy led to theaquatic environment severely damaged, which increase the later treatment cost at thesame time. The root of water environment contamination is the contradiction betweensocio-economic development and the carrying capacity of water environment. Therefore,quantitative analysis and evaluation of the relationship between economy and waterenvironment will help us to take appropriate technical measures to alleviate thiscontradiction, which is also the critical factor of realizing socio-economic sustainabledevelopment.Firstly, this paper analyzes the characteristics of the relationship between waterpollution and economy from the point of geographical distribution, and displays theregional water pollution accident frequency distribution figure with the software ArcGis.The study found that some larger quantity wastewater emission areas like Zhejiang,Jiangsu, and Guangdong, are also provinces with high frequency of water pollutionaccident occurrence; Some drainage areas like Zhujiang delta and Changjiang delta alsohave high frequency of water pollution accident occurrence. High frequency of waterpollution accident areas are also developed region in our country.Hereafter, choose water pollution frequency from1989to2011, direct economiclosses of pollution, the total GDP etc. as related variable factors, build VectorAuto-Regression (VAR) model from the view of time, and do cointegration test and pulseanalysis with the related variable factors respectively. The results shows that, within theyears investigated, economic losses of pollution causes and pollution control investmentare respectively positively correlated with GDP, lnJJXS increase3.29%and lnZLTZincrease56.26%when lnGDP increase1%. However, the frequency of water pollutionand the total compensation for pollution incidents are negative correlated with economiclosses caused by pollution, which illustrate that the compensation for pollution incidentsin our country and the losses caused by pollution are out of balance.The regression analysis for interactions between industrial wastewater, domesticwastewater emission and GDP per capita of water pollution high frequency areas. Asresults, thanks to the development of economy, industrial wastewater emission hasbecome more and more gentle, but the emissions of domestic wastewater are keepincreasing. The annual growth of domestic wastewater emission is3.49%higher thanindustrial wastewater in the corresponding time period. Considering the balance between economic development and the pressure of water environment, apart from taking controlof industrial wastewater emission, we should attach more importance to the domesticwastewater emission.This paper uses the cost-benefit analysis method to evaluate input and outputefficiency of industrial wastewater treatment and reuse, residential water reuse,water-saving appliances project. Which the six Fen River wastewater treatment and reuse projects,to reduce annual sewage charges12.228million yuan, water resources fee3.482million yuan, staticinvestment payback period of8.9years.At last, this paper propose suggestions to solve conflicts between economicdevelopment and water environment from three aspects including water price reform,water environment protection publicity and education, relevant laws and regulationsimprovement. |
