Cost-Benefit Analysis Of Water Pollution Control In Textile Printing And Dyeing Industry Of Public Project

In the context of rapid development of industrialization，the demand for water fromtextile printing and dyeing industry and the amount of wastewater emissions are growing atthe same time. So there are so many problems such as the waste of the water resource、theenvironmental pollution and people’s physical health that we cannot ignore. During recentyears the amount of money which we have spent on environmental protection in Chinaincreased year by year. And the public project of water pollution prevention of the Textileprinting and dyeing industry and control have achieved results. However, with the textileindustry developing rapidly and sustainably, the problem of pollution emission is stillincreasing, then, the study between the cost of the public project of printing and dyeingwastewater treatment and the benefit of public funds is very significant.At first, this paper studied the current situation of the development of water pollutionprevention and control of textile printing and dyeing industry, environmental value evaluationand the current development of cost-benefit analysis.Secondly, combining with the characteristics of the public project of water pollutionprevention and control of the textile printing and dyeing industry, the paper refined costbenefit indexes through studying the theory of public project, environmental economicstheory, contingent valuation theory and the cost-benefit analysis, And by applyingmembership degree analysis method to filter the important cost-benefit indexes from a lot ofones, then the cost-benefit index system is constructed. After that by expert questionnaireinvestigation of the indicators, using principal component analysis the cost-benefit model ofpublic project of water pollution prevention and control of textile printing and dyeing industryconstructed.Thirdly, take Z printing and dyeing wastewater treatment center as an example for the empirical study, by using questionnaire investigation and contingent valuation method thepaper quantified the environmental benefits,then the costs and benefits of the survey wereanalyzed,get the objective evaluation results.At last,established in this paper, the cost-benefit model of textile printing and dyeingindustry water pollution prevention and control of public project that established in this paperhas strong practicability and maneuverability.At the same time, some reasonable proposalsare given in the thesis: introduce the cost-benefit analysis to the evaluation of water pollutioncontrol in textile printing and dyeing industry of public project, apply the contingent valuationmethod to the quantification of environmental benefit, introduce the third party evaluation andpublic platform to evaluate the printing and dyeing wastewater treatment industry, theproposals provide a reference for future research.
