With the point source pollution of Liao River Basin had been controlledgradually during the “eleventh five-year plan”. The rural and agricultural pollution ofLiao River upstream has become one of the main factors of environmental pollution.Water pollution control is not only policy problem,but also technical-economicalproblems. Therefore,carrying out related research about investment and operatingcost of water pollution control by the comprehensive utilization of related techniquesuch as economics, environmental science,significant and statistics is particularlyurgent. This study which has practical significance provides the reference for themanagement of water pollution control investment and operation of Liao Riverupstream through cost benefit analysis.The cost benefit function of Liao River upstream was established in this paperbased on the research of the construction of water pollution control cost benefitfunction and cost benefit analysis.Specifically using AHP to determine the maininfluence factors of the cost of water pollution control of Liao River upstream. Anddetermined the basic form of function by fitting data and model checking.Thefunction is used to further the Liao River upstream water pollution control costestimates and gives the benefit analysis.The results showed that,the treatment scale was the main factor that influencesthe investment and operation cost of water pollution control of Liao River upstream.Therefore, treatment scale was the main parameter of function model.Based on theanalysis of the fitted model,we know that: the investment cost increased with thetreatment scale increasing, while the cost decreased with the treatment scaleincreasing. According to calculation, the construction costs of the projects of waterpollution control of Liao River upstream was9883.815million yuan,the operationcost in projects life was15307.4419million yuan,the total cost was1.53billion yuan.The environmental benefit that the water pollution of Liao River upstream wascomprehensive treatmented was13968300yuan,the projects whittled pollutants that discharged into river was6010.54671million yuan every year. According to theprojects life of20years, the total benefit was5.14billion yuan.
