Study On Inherent Safety Culture And Evaluation System In China’s Coal Mine

Coal industry not only belongs to resource constraint and environmental constraint industry, but also belongs to security constraint industry. Thus, inherent safety culture is a culture with special missions. Inherent safety culture construction of coal industry should be based on characteristics of coal industry and status quo of the enterprise. Explicit incorporation of modern enterprise management theory, meticulous management theory and inherent safety management theory can help to establish an inherent safety culture with distinctive features.Inherent safety management is a kind of management thought, on the basis of safety system theory. Entrepreneurs should strike for eliminating equipment fault, human error, systemic flaws and loopholes in management in the production process to ultimately ensure inherent safety of staff, equipment, environment and management. In the context of inherent safety management, safety culture in coal enterprises is evolving to inherent safety culture. Inherent safety culture of coal industry reflects a system security concept concerning staff, equipment, environment and management. Inherent safety culture is a high level safety culture for using culture to guide the work of inherent safety management.Based on the brief introduction and analysis of current situation of Chinese Enterprise safety culture construction and the advanced experiences of inherent safety culture system of domestic and foreign coal enterprises, this paper combs the concepts related to inherent safety culture, establishes the frame of inherent safety culture along with a relevant evaluation index system for the entrepreneur case in this paper. We construct seven first grade indexes and35second grade indexes in the evaluation index system, encompassing all senior leaders, middle-level managers and grass-roots units. In the case of the Anhui Huainan Xieyi Mining Group, we evaluate its inherent safety culture system construction and put forward some suggestions for improvement according to the evaluation results.
