Taking urban sewage treatment service market-oriented reform in our country as the research object, the evaluation of decades of reform in the aspect of theory and practice is urgency.This paper is based on the theory of Public Goods and Effective Competition, then it grasps the connotation of urban sewage treatment services market-oriented reform accurately to clarify the development of the industry status quo and the developmental difficulties. Moreover this paper evaluate the effectiveness of the reform from two aspects of service capacity and service efficiency.In addition, it take the sewage treatment service industry in Henan as a case to evaluate the effect of the reform. Finally, the paper makes a further comprehensive evaluation on China’s urban sewage treatment service industry reform on the basis of the case study, then it puts forward policy Suggestions on deepen the reform of market-oriented of urban sewage treatment services in our country. The main research conclusions of this paper are following:(1) In terms of service capability, urban per capita wastewater treatment service have significantly improved, service coverage area expands unceasingly; According to the data, the Eastern, Central, Western and Northeast regions are growing fast, and the gap is obviously narrowed.
