Low-carbon economy and environmental systems contains a system of low-carbon economy system and a environmental system with interrelated composition. Our country is the most rapid economic development of the world, also facing environmental issues such as pollution and environmental damage, the development of low-carbon economy has become an inevitable requirement of environmental protection, how to coordinate the relationship between low-carbon economy and the environment, not only the main task of China’s current development, but also a matter of survival and development of mankind. Low-carbon economy and reasonable solution to the problem of environmental evolution, will not only conducive to China’s sustainable development, will provide an example for reference for other developing countries.From the strategic point of the study area of low-carbon economy and sustainable development in environmental systems starting learning research status and application of the theory of sustainable development, low-carbon economic theory, environmental economics theory, index theory, vising qualitative and quantitative analysis theoretical and practical method of combining the development of low-carbon economy and changes of regional environmental systems. Build a low-carbon economy and the environment can represent the index system area, application of collaborative learning theory, low-carbon economy and environmental systems functions system coupling model, system coupling coordination degree model was constructed for the Tianjin Binhai New Area in emerging energy city each evaluation index system of low-carbon economy and environmental systems, the use of AHP software systems were established for each hierarchical model assisted thesis.
