Since30years of reform and opening up, urbanization show a steady and rapiddevelopment momentum with the continued rapid growth of China ’s economy.Continuous development and growth of the town have been promoting China’seconomic growth and social progress "engine", but at the same time, rapidurbanization significantly improves people’s living standards and also brings a seriesof environmental problems. For example, the heat island effect, water bloom effects,haze effects, effects of urban congestion, etc. These are not only caused the damageand potential threat of reality to the ecological environment, and the ecologicalcarrying capacity of the environment also made more severe challenges.With the continuous progress of China’s urbanization, the two problems, shortageof resources and pollution of environment, have become increasingly prominent. Andthe important issue we face in the construction of new urbanization is how to get themaximum economic and social benefits to the minimal ecological loss. According toChinese Provincial Panel Data,1999-2011and through the establishment of the paneldata econometric model, this paper studies the relationship between regionaleco-efficiency and the urbanization level in China, which is on the basis ofsuper-efficiency DEA and the measure of the regional eco-efficiency. At the sametime, the eco-efficiency has a significant difference in the eastern, central and westernareas; the eco-efficiency of the process of urbanization in the eastern part is relativelyhigh and some eastern provinces have begun to enter the upward phase of theU-shaped curve, while the central and western parts are still in the decline stage of theU-shaped curve, that is, with the improvement of the level of urbanization, theregional eco-efficiency is declining in central and western areas, especially in thewestern. Regional industrial structure, environmental policy and technical level allinfluence the eco-efficiency of urbanization in different aspects. Therefore, it isnecessary to further transform the mode of economic development, optimize theenvironmental policy and improve the technical level, and then it can improve theeco-efficiency of urbanization and promote a new development of urbanization whichis resource-saving, environment-friendly and cost-effective.
